Legislative leaders and the governor are struggling to put together a budget amid typical political posturing and at least some in New York are fed up with the inaction in the capital.
One proposal to bail out the Metropolitan Transportation Authority called for a payroll tax on downstate businesses. That would hurt schools, non-profits and taxpayers who support those organizations without asking for any sacrifices of the MTA.
